A Declaration of Purpose was signed by 38 lawyers from 21 countries, including the United States, Italy, Canada, France, Spain, Brazil, China, Japan, Ireland, Indonesia, Panama, Romania, British Isles, Egypt, Germany, Greece, England, Turkey, and Austria.
