The financial service industry is one of the most regulated industries. In mid-December 2003 President Bush signed into law The Servicemembers Civil Relief Act. The bill restates, clarifies, revises and renames The Soldiers’ and Sailors’ Relief Act of 1940, a banking regulation that is unique to whom it benefits and how it is irregularly applied. The Act is specifically intended to aid the citizen soldier, the non-career soldier, who has left their financial and civic obligations to serve our country. Since the benefits of this regulation come to light almost exclusively when our country is at a time of war and has a massive deployment, something that has not happened since 1991, this Act is not widely known. Many bankers and insurance personnel do not know how to comply with this Act.
