The “2010 One America” Immigration Plan Unveiled by Imperato-Brooks 2008 Independent Ticket

Hartford, Connecticut — Today, Webster Brooks, Vice-Presidential candidate on the Imperato-Brooks 2008 Independent ticket unveiled the "One America 2010 Immigration Plan. “The One America Plan will restore security to our borders, and repair the foundation of our immigration policy that built America as the global melting pot of opportunity, by the year 2010.” Commenting on the plan Brooks stated, "The President and Congress have failed to protect our borders and allowed our immigration policy to spin out of control. Unable to agree on a comprehensive policy, they can only offer a variety of partial solutions that may play well with their political bases, but cannot possibly solve the overall problem. It's time to depoliticize immigration policy and craft a comprehensive long-term plan that contemplates the nation’s shifting demographics and the impact of globalization.”

Brooks indicated that the "One America Plan” makes a forward leap toward securing our borders, defines the complexity between legal and illegal immigration, regulates immigration policy in a fair and legal way, provides incentives for citizenship and voting, addresses the thorny issue of identification cards, penalizes non-compliance for individuals and businesses, and promotes flexibility with the states. “Border security and immigration are the responsibility of the federal government. Its time we lived up to that responsibility with a serious approach to one of the most profound social issues of our time. This is a policy challenge that will determine the very character of our national makeup for years to come," said Brooks.

The 2010 One America 10 Plan proposes the following:

Securing America’s Borders
· Employ 5,000 additional border patrol personnel and 2000 INS fraud investigative personnel over the next four years. Deploy more security fencing, electronic surveillance equipment, and negotiate with Mexico to establish a 15-mile buffer zone inside the Mexican border, patrolled by a joint U.S. – Mexican special border security unit. The U.S-Mexico special force will police a forward zone of illegal entries and interdict drug trafficking operations that bring 85 percent of the narcotics in America across the Mexican border.

National Registration for all Non-Authorized Persons
· All non-authorized persons (NAP's) in the United States illegally, must register with the INS by December 31, 2007. NAP's with felony convictions would face automatic deportation hearings. During registration, all NAP's with must declare for 'green card" or temporary guest worker status if applicable. All NAP's that register will be fined. All NAP's that do not register and remain in the country illegally are subject to fines and/or deportation.

One America New Citizenship Initiative
· Cap legal immigration from abroad at current levels. Support for fast tracking citizenship path for immigrants with “green cards” and five years of residency, to be phased in during the next four years.

Voting Rights for All “Green Card” Holders
· Support efforts to extend voting rights to "green card" holders in municipal elections. Legal immigrants that pay taxes and serve in the U.S. military deserve the right to participate in local elections.

Moratorium on Citizenship for Extended Family Members
· Place a moratorium on extended family members being eligible for citizenship and "green card status"

Green Card Enrollment for Non-Authorized Persons (NAP's)
· Non-authorized persons that have lived in the United States for five years illegally, are assessed a one-time fine, and register as green card holders if they wish to remain in the United States. Upon registration, Non-authorized persons (NAP's) will be eligible for citizenship in three years.

State Restricted Voluntary Guest Worker Programs
· Temporary Guest Workers programs should only be entered into by a voluntary act of the states, on a joint-partnership basis with the federal government. The federal government should insist that guest worker status be temporary, seasonal, and renewable. Any guest worker program must have a secure identification card system. Guest workers that comply with immigration laws for five years, and non-authorized persons will be eligible for "green card" status if they choose to become U.S. citizens. All rights to become a U.S. citizen are forfeited with a finding of non-compliance.

Establish Federal Grants for States Adhering to Minimum ID Card Standards
· Make grant funds available for states that adhere to federal standards for secure identification cards, inclusive of upgraded drivers licenses and state I.D. cards for non-drivers.

Compliance by the Business Sector
· Toughen enforcement and fines for all businesses employing Non-Authorized Persons (NAP's) and non-compliance in reporting. Create new fines for private persons illegally hiring NAP's for domestic work.
