WASHINGTON, DC – ICF Consulting, a leading management, technology, and policy consulting firm, announced today that it has acquired Caliber Associates, a Fairfax, Virginia, firm that offers high-end consulting services, primarily to U.S. federal clients. Caliber is an established leader in providing research, consulting, and innovation in human services and human resource issues. With the addition of more than 300 employees, this acquisition increases ICF Consulting’s ability to serve the U.S. Department of Health and Human Services (HHS), the U.S. Department of Justice (DOJ), the U.S. Department of Defense (DOD), and the U.S. Department of Education (ED).“Caliber and ICF Consulting have similar traditions of recognized analytical excellence, strong client relationships, and innovative solutions to our most challenging public policy issues,” says Sudhakar Kesavan, ICF Consulting Chairman and CEO. “This acquisition allows ICF Consulting to enhance its information technology and human capital service offerings to Caliber’s federal client base, since both firms share a strong understanding of the mission of these clients. These integrated qualifications differentiate ICF Consulting’s technology and human capital solution offerings to our federal clients from other providers who are purely technology-centric.”
Caliber, with annual revenues of $40 million, provides full life cycle program consulting and support in research and evaluation, communications, training and technical assistance, and information technology. Together, ICF Consulting and Caliber have expanded capabilities to assist both civilian and national security organizations to develop more effective and innovative human resource, education, and social service programs.
“Our client bases and skill sets are highly complementary, and both firms share a deep commitment to partnering with our clients to perform quality, meaningful work,” says Sharon Bishop, Caliber co-founder and Vice President. “I am confident that joining with ICF Consulting will allow us to enrich our delivery of valuable and innovative solutions to our clients, while providing enhanced opportunities to our employees.”
Caliber co-founder and President Jerry Croan says, “Caliber has served clients for more than 22 years, and our employees pride themselves in helping clients develop effective solutions for the public good. I am delighted that Caliber clients found a home at a firm similarly known for its subject matter expertise, distinguished professionals, and analytical rigor.”
Both Jerry Croan and Sharon Bishop will continue to manage the Caliber business within ICF Consulting.
Legg Mason Wood Walker, Incorporated, acted as financial advisor to ICF Consulting for this transaction. BB&T Capital Markets Windsor Group acted as financial advisor to Caliber Associates.
