With hard political talks to form a new ruling coalition Bulgaria's parliament opened in mid-July. The first days of the National Assembly and the failure of the first mandate to form a cabinet confirmed the expectation for upcoming period of political instability. Still it does not necessarily presuppose macroeconomic instability. In the most probable scenarios for the next cabinet – a BSP-NMS2 coalition or a caretaker cabinet – the fiscal stance is likely to remain stable.
In the meantime, the new government will find unprecedented size of fiscal reserve, low level of public debt, and high growth of public revenues. Although the new cabinet is not likely to move to reforms of the public domains neither to accelerate privatization, at least the fiscal stability is most probably to be preserved. The formal date of EU accession, although not dramatic problem form a business stand point, seems to be on the top of the political agenda. This may give chance for a judicial system reform, which is indeed the major business environment problem.
