Since May 2000, when the International Telecommunication Union (ITU) approved TD-SCDMA as a global 3G standard, Chinese government leaders have expressed high hopes to expand the 'Chinese' technology into the global market. But with 3G licenses for China expected to be issued in the second half of 2005 or early 2006, TD-SCDMA's role in the global 3G market is becoming clearer - China's homegrown technology will largely stay at home.

China's domestic vendors, for the first time, have control of a telecommunications industry standard, and will bear the responsibility of nurturing the technology's development to compete against WCDMA and CDMA2000 1x EV-DO in China's 3G market. Domestic control of TD-SCDMA means greater autonomy and potentially lower costs for domestic vendors and operators, but it could also limit TD-SCDMA's success in the long run - the lack of involvement from international vendors is limiting TD-SCDMA's acceptance in the global market.

Currently, the development of TD-SCDMA technology is two to three years behind that of WCDMA and CDMA2000 1X EV-DO, the other 3G standards to be launched in China. But with the full support of the Chinese government and the TD-SCDMA Industry Alliance (TDIA), TD-SCDMA is well positioned to compete in the China 3G market. Norson predicts that by the second half 2005, TD-SCDMA will be ready for full-scale production, and its official release in China will be in 2006.
